Both cities observe daylight saving, so the offset between them is stable for most of the year. It is not stable during the weeks when one has changed and the other has not — check the transition dates above before scheduling anything in those windows.
Scheduling across this corridor
The transatlantic corridor is the most forgiving of the long-haul pairings, and the only one where a genuine shared working day exists. The window is real but narrow: it opens when the US East Coast starts work and closes when Europe goes home, which in practice means the early afternoon in Europe and the morning in New York. The complication is not the offset itself — it is that the two regions change their clocks on different dates, so the gap silently widens or narrows for a couple of weeks each spring and autumn.
About London
London is the practical reference point for global scheduling, sitting at UTC in winter and an hour ahead of it in summer. That is precisely why UTC and London time are not the same thing for most of the year, and why "GMT" used loosely between April and October is usually wrong. British Summer Time runs from the last Sunday in March to the last Sunday in October, on the EU schedule rather than the American one.
About Los Angeles
Los Angeles is three hours behind the US East Coast, which makes it the awkward end of any American company's internal scheduling: a 9am meeting in New York is 6am here. For anything involving Europe or Asia the West Coast is either very early or very late, with almost nothing in between. It follows the same daylight saving dates as the rest of the mainland United States.
